Ahora a mi también me sale el 403 Forbidden con la mayor parte de mis servidores. Solo este que uso ahora para hacer este post que esta en España funciona. Pero es muy pequeño para usar torrent.
Ademas quería usar el webhook.site que presentaste en el primer posting pero dice que esta bloqueado también.

Tema aclarado por mp. Ningun VPN funcionará probablemente. Se actualiza la lista automaticamente, así que si hay alguno que quede lo más probable es que será hasta que se incorpore también a la lista de bloqueos.
